In the context of Medical study in IITs-  IIT kharagpur might be the first IIT to have medical study, beacause IIT kharagpur had recommended the Plan of opening of medical college in IIT. 

IITs have to fulfill all procedure that a medical college needs to have. they have to take permission from MIC.
